ENCLOSURE 1 NOTICE OF VIOLATION.
Maine Yankee' Atomic, Power Company Docket No.
50-309 g
L Maine. Yankee Atomic Power Station License No. DPR-36 During inspection from May 16 to June 19, 1990, and in accordance with the-
" General Statement of Policy:and Procedure for NRC Enforcement actions," 10 CFR-Part 2, Appendix C, the ~following violation was identified:

.10' CFR 50, Appendix B, Criterion V specifies that activities affecting
(
quality shall be prescribed by and accomplished in accordance with in-structions, procedures,-or drawings which include appropriate criteria for determining that.important activities have been satisfactorily accomplished.
Contrary to the above, on June 4,1990, an important activity affecting quality, reactor coolant system fill and vent, was not satisfactorily accomplished when. plant operators inadvertently drained the pressurizer and reduced inventory in the reactor coolant system, thereby reducing the margin to interruption of Residual Heat Removal System operation.
This is a Severity Level IV violation (Supplement I).
Pursuant to 10 CFR 2.201, Maine Yankee Atomic Power Company 's hereby required a
to submit to'this office, with.in 30 days of the date of the letter transmitting this Notice, a written reply including:'(1)-the reason for the violation, if admitted; (2).the corrective steps which have been.taken and the results achieved; (3).the corrective steps which will be taken to avoid further viola-tions; and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response-time.
.Thel reply required by this Notice.is exempt from the Office of Management and Budget clearance required by the Paperwork Reduction Act of 1989, PL 96-511.
