Mr. Jim Rasmusson in his letter to you dated May 12, 1987.
Specifically, j
Mr. Rasmusson asked why no radios are allowed in the control rooms at the Monticello and Prairie Island Nuclear Power Plants, even though the Comission has rescinded its Show Cause Order of October 20, 1986, that prohibited the use of radios.
For some time, the NRC has sought to diminish potential distractions to control room operators, thereby enhancing their ability to closely monitor routine operations, trends and transients, as well as enhance response in-the event of unexpected occurrences or accidents. We have taken steps to limit

work an excessive amount of overtime, reduce their administrative work-load.

Our position on the use of radios in control rooms was first-transmitted to nuclear power plant owners on February 9, 1981'(IE Circular No. 81-02) and reinforced on July 12, 1985 (IE Information Notice No. 85-53). These l
k; positions are not legally binding requirements but represent acceptable practices that are endorsed by the staff. On October 20, 1986, NRC issued an Order to Northern States Power Company (NSPC) directing the company to show i
cause why its operating license should not be modified to prohibit the use of radios in the control rooms at Monticello and Prairie Island Nuclear Power Plants. As noted by Mr. Rasmusson in his letter to you, on May 1, 1987, a majority of the.Comissioners voted to rescind the Show Cause Order.
By rescinding the Order, the Comission decided in that particular case not to pursue formal enforcement action and thus has-left to NSPC's management.the decision whether radios will be permitted in the control rooms at Monticello and Prairie Islant Thus, policies relcted to the presence and the use of radios in these control rooms are the responsibility of NSPC management.
