This refers to the routine safety inspection conducted by Mr. J. Johnson of this
office on May 10 - June 13,1982, at the Pilgrim Nuclear Power Station, Plymouth,
Massachusetts, of activities authorized by NRC 1.icense ho. DPR-35 and to the

discussions of our findings held by Mr. Johnson with Mr. R. Machon and other
members of your staff periodically during the inspection and at the conclusion

of the inspection.

Areas examined during this inspection are described in the NRC Region I inspection
report enclosed with this letter. Within these areas, the inspection consisted
of selective examinations of procedures and representative records, interviews
with personnel, and observations by the inspector.

Based on the results of this inspection, it appears that one of your activities
was not conducted in full compliance with NRC requirements, as set forth in the
Notice of Violation, enclosed herewith as Appendix A.
This item of noncompliance

has been categorized into the level described in 10 CFR 2. Appendix C and the
,
Federal Register Notice 47 FR 9987 dated March 9, 1982. You are required to
respond to this letter; and, in preparing your response, you should follow the
instructions in Appendix A.
Our inspector also verified the steps you have taken to correct the violations
brought to your attention in the enclosures to our letters dated March 26, 1981
(ItemC)andJuly 29, 1931. These violations involved technically inadequate
procedures and improper control of procedure approval and distribution methods.

Our inspection has found that your corrective actions for two items (81-02-03
l
and31-12-01) described in Detail Paragraph 2 in the enclosed inspection are
incomplete. Your letters to this office dated June 16, 1981 (Item 81-02-03)
and September 8, 1981 (Item 81-12-01) describe intended corrective actions and
planned completion dates.
It appears that your stated actions were not effective
since these items have not been fully corrected.
