Dear Mr. Udell:

I This is in further response to your letter dated March 26, 1982 in which you requested, pursuant to the Freedom of Information Act (F0IA), five categories of records related to the steam generator program.

We provided partial responses to your request by letters dated April 16, April 30, and May 25, 1982 and informed you that additional records were being reviewed for releasability determination.

Review has now been completed, and our responses with regard to the remaining records I

subject to category five of your request are noted below.

The records identified on enclosed Appendix A are being placed in the i

NRC Public Document Room. These records will be filed in folder F0IA-82-167 under your name.

The records identified on enclosed Appendix B contain information which was submitted in confidence to the Comission by foreign sources and pertains to foreign nuclear power plants.

The information is being withheld from public disclosure pursuant to exemption (4) of the Freedom l

of Information Act (5 U.S.C. 552(b)(4)) and 10 CFR 9.5(a)(4).

l Pursuant to 10 CFR 9.9 of the Commission's regulations, it has been determined that the information withheld is exempt from production or disclosure, and that its production or disclosure is contrary to the public interest. The persons responsible for this denial are the undersigned and Mr. James R. Shea, Director, Office of International Programs.

This denial may be appealed to the Comission's Executive Director for Operations within 30 days from the receipt of this letter. As provided in 10 CFR 9.11, any such appeal must be in writing, addressed to the 8207210516 8'20708

Specifically included in this request are analyses, studies, reports, memorandum detailing recent problems at Almaraz and Ringhals.

Also included in this request are any and all documents transmitted to NRC by foreign governments or corporations concerning abnormal occurances or adverse operating expc -ience with steam generators.

The Critical Mass Energy Project is a public interest /non-profit organization.

The materials sought are for a study that will be printed in our paper, Critical Mass Energy Journal, and distributed to the press and general public.

As the information requested is in the general public interest, we request a complete waiver of all costs you might incur in processing this information or providing us access to it under provisions at 10 CFR E 9, 14a.
