Report Nos. 5_0-280/82-02, 50-281/82-02

This refers to the routine safety inspection conducted by Messrs. P. E. Fredrickson,

G. A. Belisle and P. H. Skinner of this office on April 19-23

and 26-30, 1982, of

activities authorized by NRC Operating License Nos. DPR-32 and DPR-37 for the Surry

facility.

Our preliminary findings were discussed with Mr. R. H. Leasburg, Vice

President Nuclear Operations, at the conclusior of the inspection.

Areas examined during the inspection and our findings are discussed in the

enclosed inspection report.

Within these areas, the inspection consisted of

selective examinations of procedures and representative records, interviews with

personnel, and observations by the inspectors.

During the inspection, it was found that certain activities under your license

appear to violate NRC requirements.

This and references to pertinent

requirements are listed in the Notice of Violation enclosed herewith as

Appendix A.

Elements to be included in your response are delineated in

Appendix A.

We have examined actions you have taken with regard to previously identified

enforcement matters and unresolved items. The status of these items is discussed

in the enclosed report.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosures will

be placed in the NRC's Public Document Room unless you notify this of fice, by

telephone, within ten days of the date of this letter and submit written

l

application to withhold information contained therein within thirty days of the

l

date of this lettar. Such application must be consistent with the requirements

of 2.790(b)(1).

The responses directed by this letter and the enclosures are not subject to the

clearance procedures of the Office of Management and Budget as required by the

l

Paperwork Reduction Act of 1980, PL 96-511.
