We have reviewed your letter of May 24, 1982 in reference to the inspection conducted at Surry Power Station on April 19-23 and 26-30, 1982 and reported in IE Inspection Report Nos. 50-280/82-02 and 50-281/82-02.

Our response to the specific infraction is attached.

We have determined that no proprietary information is contained in the reports.

Accordingly, the Virginia Electric and Power Company has no objection to these inspection reports being made a matter of public disclosure.

The information contained in the attached pages is true and accurate to the best of my knowledge and belief.

Technical Specification 4.1.A requires that calibration shall be performed as detailed in Table 4.1-1.

~ tem 14 of Table 4.1-1 identifies the Boric Acid Tank level instruments as required calibration during each refueling shutdown.

Contrary to the above, Boric Acid Tank level instrument L-1-163 was not calibrated during the Unit 2 refueling shutdown which was concluded on December 28, 1982, nor had this instrument been calibrated as of April 29, 1982. A satisfactory calibration was performed on April 30, 1982.

This is a Severity Level V Violation (Supplement I)

VEPCO RESPONSE:

1)

Admission or Denial of the Alleged Violation:

The violation is correct as stated.

2)

Reasons for the Violation:

This violation is resultant from a loss of administrative control.

Existing procedure dictates that each station department forward a Periodic Test Schedule to the Station Performance Engineer to assure that all requirements of the Technical Specifications are satisfied.

The Performance Engineer conducts the final review of completed Periodic test and logs them for accountability.

The test for L-1-163 was not included on the November or December 1981 schedules for the Instrument Shop and the error was undetected by Performance Engineering.

Corrective Steps Which Have Been Taken to Prevent Recurrence:

The Performance Engineer has been tasked with evaluating this event and providing restructuring of the plant administrative procedure regarding test control if r.?cessary.

Corrective Steps Which Will Be Taken to Avoid Further Violations:

None deemed necessary.

5)

Date When Full Compliance Will Be Achieved:

The deficiency was corrected on the date of the discovery.

No adjustments were required.

Full Compliance has been achieved.
