Confirmation of Action This refers to telephone conversations on June 3,1982, between Mr. B. J. Furr of your staff and Mr. R. D. Martin of this office concerning special interim operational and security measures adopted as a result of the damaged SRf1 and IrJ1 instrumentation at Brunswick Unit 2.

With regard to matters discussed, it is our understanding that Carolina Power and Light Company has taken or will take the following actions prior to startup of Brunswick Unit 1.

1. Verify system alignment in accessible areas for the High Pressure Coolant Injection, Core Spray, Reactor Core Isolation Cooling, Standby Liquid Control, Diesel Generators, Automatic Depressurization, and Residual Heat Removal Systems. Additionally, alignment of selected containment isolation valves will be verified.
2. Conduct a detailed inspection of selected safety-related electrical panels and cabinets.
3. Initiate a review of procedures related to access of contractor personnel to vital areas.
4. Perform walk-through inspections such that all accessible areas and equip-ment in the plant are physically inspected for abnormal conditions.
5. Inform flRC Region II when the above items are completed for Unit 1.

In addition to actions performed prior to startup of Unit 1, the following interim operational and security surveillance measures will be initiated and remain in effect until further notice by Region II.

1. Daily walk-through inspections which include verification of critical valve and electrical alignments for the High Pressure Coolant Injection, Core Spray, Reactor Core Isolation Cooling, Standby Liquid Control, Diesel Generators, Automatic Depressurization, Containment Isolation Valve and Residual Heat Removal Systems.
2. Two additional unscheduled security patrols per shift will be conducted in the vital areas.
