DOCKET NOS. 50-266 AND 50-301 EMERGENCY PREPAREDNESS EXERCISE SCHEDULE POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 On April 21, 1982, a meeting was held at O' Hare International Airport in Chicago, Illinois to discuss the scheduling of emergency plan exercises for nuclear plants within NRC Region III. Participants included representatives of NRC Region III, FEMA Region V, and the states and utility licensees within the NRC Region III area.

At the meeting it was determined and agreed upon by ,

all participants, including NRC Region III, that the next exercise for our Point Beach Nuclear Plant would be tentatively scheduled for September 20, 1983. This date coordinates well with the schedular needs of the federal, state, and local government agencies involved, as well as our own outage planning schedule.

Our last exercise (full-scale) was held on March 9, 1982. Since the proposed September 1983 date would result in approximately 18 months between exercises, NRC Region III has recommended that we request an exemption pursuant to the inter-pretation that the annual exercise requirement of Appendix E to 10 CPR 50 is to be measured on the basis of one year from the previous exercise + 25%, i.e., a maximum of 15 months.

Denton June 30, 1982 We note that the proposed schedule would satisfy the frequency requirement on the basis of a calendar year interpre-tation and that, in any event, the spirit and intent of the annual exercise requirement will be preserved. Furthermore, the proposed three-month extension of the normal maximum interval will not in any way be detrimental to our state of emergency i preparedness, since our schedule for drills, training, and implementation of planned emergency preparedness modifications I will be unaffected by this proposal.
