Dear Mr. Denton:

In a previous submittal to the NRC Staff dated April 20, 1982, 108 additional rooms were identified that required fire detection.

Af ter further review of these rooms by SCE&G and the NRC, relief was requested for 75 of these rooms in our letter of June 11, 1982.

Based on telephone conversations with members of the NRC Staff, it is our understanding that relief from installa-tion of fire detectors will be granted for approximately 32 rooms.

This relief will not, however, significantly reduce the manual fire watch requirements that results from the delayed installation of the new detectors.

Fire detectors in approximately 77 additional rooms will impact nearly all presently operating fire detection zones during installation, start-up, and operability testing.

During the interim period of construction, start-up and test-ing, Roving Fire Watch Patrols will be employed for all room / area required by Technical Specifications (see Revised Technical Speci-fication Table 3.3.11, Attachment I).

A proposed draft of the Roving Fire Watch Program is provided as Attachment II. This pro-gram will require four additional dedicated personnel per shift to provide two (2) hour coverage of all areas defined in Technical Specifications that are accessible.

This program requires relief from the one (1) hour fire watch patrol as presently required by Technical Specification 3.3.3.7.

It is requested that a condition be placed in the Operating License allowing relief from this Tech-nical Specification for a period through the first refueling out-hhC)g[)

age.

Attachment III provides proposed wording for the license which addresses this relief.

As smoke detectors covering large areas are completed (such as an area being covered by a single fire watch person) and de-()

j clared operable, the full existing Technical Specification will be implemented in that area.

Additionally, the following information is provided regarding several rooms / areas which were not adequately described in our pre-vious letters of April 20, 1982 and June 11,.1982:

1.

Control Building room 25-01 is presently provided with heat detectors and, therefore, no new detection is required.

2.

Auxiliary Building rooms 36-24 and 36-26 are presently sealed closed (i.e. the openings to these rooms have been filled with grout).

Therefore, fire detection equipment will not be in-stalled in these rooms.

3.

Auxiliary Building area 12-04 is an outdoor pit containing two water tanks and a sodium hydroxide storage tank.

-A request for exemption from the requirement to provide fire detection equipment for this pit was included in the text of.our letter dated April 20, but the chart included in that letter erron-eously indicated that new detectors were required in this area.

We are proceedi~ng cui the basis that detectors are not required in this area.
