DRAFT ATTACHMENT II ROVING FIRE WATCH PATROL PROCEDURE 1.0 PURPOSE To delineate the duties and responsibilities of persons assigned to a Roving Fire Watch Patrol.
2.0 ORGANIZATIONAL RESPONSIBILITIES 2.1 Fire Protection Coordinator will ensure that a Roving Fire Watch Patrol schedule is prepared and established for each month.
2.2 The Shif t Supervfsor will ensure that a sufficient number of trained persons are available prior to shif t commencement /;o meet the Roving Fire Watch Patrol requirements.
2.3 The General Employee Training Coordinator will schedule Fire Watch Training, in accordance with AP-1103, as necessary to provide trained Fire Watch persons.
2.4 Roving Fire Watch Persons will conduct a Roving Fire Watch Patrol of their assigned areas once every two (2) hours.
30 GENERAL REQUIREMENTS 3.1 All requirements of either a Standing Radiation Work Permit or a Radiation Work Permit must be complied with.
32 Any and all keys required for entry into areas will be obtained prior to commencement of a patrol.
33 All Roving Fire Watch Patrols will check in with the Shif t Supervisor or his designee once every two hours.
3.4 Roving Fire Watch Patrol Persons will obtain necessary equipment as follows:
3.4.1 Portable two-way Operations radio (Optional).
3.4.2 Proper dosimetry.
3.4.3 Flashlight.
3.4.4 Keye required for entry.

4.0 PROCEDURE 4.1 Perform a communciations check at the beginning of each shif t with the Control Room (if radios are available).
4.2 Perform a roving patrol of the areas designated.
Accessible areas shall be entered and inspected.
Nonaccessible areas will be checked f rom the entrance to each area.
4.3 Roving Fire Watch Patrol Persons shall inspect for adverse conditions which constitute a fire hazard.
4.3.1 Open or blocked open fire doors.
4.3 2 Oily waste, rags, and other unauthorized flammable or combustible materials.
4.3 3 Obstructed or missing fire fighting apparatus.
4.3.4 Cutting, welding and/or grinding.
4.3 5 Blocked passageways and hallways.
4.3.6 Hazardous, flammable materials Laproperly stored.
4.3 7 Arcing of Electrical equipment.
4.3.8 Presence, by sight or smell, of smoke, or flames.
4.3.9 Unusually high temperatures.
4.4 Abnormal conditions shall be reported to the Control Room
~
for corrective actions.
4.5 Roving Fire Watch Patrol shall signify inspection of each area by initial and time on Fire Watch Patrol Log.
Additionally, Watchman Clock Keys, will be located at designated locations.
4.6 Should a fire be detected, promptly notify the Control Room stating the location, approximate size and class of fire.

4.7 At the completion of each shif t the Shift Supervisor or Control Room Foreman, shall review the Roving Fire Watch Patrol Logs and signify by Initial on the Roving Fire Watch Patrol Log.
4.8 At the completion of each day, the Fire Watch Patrol logs and key clock sheets will be forwarded to the Fire Protection Coordinator for reveiw and filing.
4.9 At the end of each month the Fire Protection Coordinator will forward the previous months Fire Watch Patrol logs and key clock sheets to the Operations clerk for filing with the Nuclear Operations Operating Logs.

ATTACHMENT III PROPOSED LICENSE CONDITION Prior to startup after the first refueling outage, South Carolina Electric and Gas Company shall install and make operable a fire detection system in the areas listed in Table 3.
Pending installation of the fire detectors in the areas identified in Table 3, a two (2) hour Roving Fire Watch shall be established for the accessible areas listed in Table 3.3-11 of the Technical Specifications.
Inaccessible areas (high radiation areas) will be monitored by visual inspection from the entrance to such areas once every two hours.
Containment will be monitored via the containment air temperature indications at once per hour or by inspection once every eight (8) hours.
As detectors covering large areas are completed (such as an area covered by a single Fire Watch person) and declared operable,4 anwtthe requirements of Technical Specifica-sn 4s tion 3.3.3.7 will be implementedd i
