Dear Mr. Vassallo:

Summary:

In accordance with the Code of Federal Regulations, Title 10, Parts 50.90 and 2.101, Carolina Power & Light Company (CP&L) hereby requests revisions to the Technical Specifications (TS) for the Brunswick Staan Electric Plant (BSEP) Unit No. 2. The attached changes supersede comparable TS pages requested by our letter dated May 20, 1982.

Discussion:

Subsequent to the aforementioned submittal, core spray sparger inspections were conducted. As discussed in our June 14-15, 1982 meeting with NRC staff members, a Maximum Average Planar Linear lleat Generation Rate (MAPLilGR) reduction would be imposed in accordance with the Emergency Core Cooling System (ECCS) information presented in the meeting. The enclosed TS changes, as requested by the NRC, reflect the imposed MAPLHGR penalty which is a uniform 8.5 percent reduction in MAPLilGR values f rom those submitted in our May 20, 1982 request. In the near future, CP&L will be forwarding the ECCS and structural analyses to support information provided to the Staff in the June 14-15, 1982 necting. At a later date, CP&L plans to provide a revised

" rapid" REFLOOD aaalysis which, upon NRC approval, should eliminate the MAPLHGR penalty.

Brunswick Unit No. 2 criticality is presently scheduled for July 10, 1982. We request the Staff review be conducted to support issuance of the TS revisions to allow return to power in accordance with this schedule. We will keep your staff apprised of any changes to the schedule.
