CilARCOAL TESTING REQUIREMENTS (NRC TAC NOS. M99232 AND M99233)

Gentlemen:

In a letter dated April 30,1997 (Serial: BSEP 97 0168), Carolina Power & Light (CP&L)

Company requested a revision to the Technical Specifications for the Brunswick Steam Electric ,

Plant (BSEP), Unit Nos.1 and 2. The proposed amendments revise Surveillance Requirements 4.7.2.b.2 and 4.7.2.c to require testing of the Control Room Emergency Ventilation system ,

charcoal adsorber in accordance with American Society for Testing and Material (ASTM)

D38031989, " Standard Test Method for Nuclear Grade Activated Carbon." ,

Subsequent to the referenced amendment request, the NRC indicated that the allowable humidity and temperature testing ranges for the charcoal adsorber should not be included in Surveillance

  • Requirements 4.7.2.b.2 and 4.7.2.c due to the references to ASTM D3803-1989. The NRC's concern is that the ranges provided in the proposed Surveillance could be applied to the allowable ranges specified in ASTM D3803 1989. This compounding effect could, for example, result in testing the charcoal adsorber at 86.5% relative humidity (i.e.,93% of 93% relative humidity).

This supplement revises the proposed Surveillance Requirements to remove the allowable humidity and temperature testing ranges for the charcoal adsorber. The BSEP, Ur,it Nos. I and 2 revised Technical Specification pages are included in Enclosures I and 2, respectiwly. CP&L considers the changes made to the proposed wording to be administrative in nature. As such, the April 30,1997,10 CFR 50.92 evaluation remrdas valid; as revired per this letter, Surveillance Requirements 4,7.2.b.2 and 4.7.2.c continue to require charcoal adsorber testing in accordance with ASTM D38031989, OO\
