Gentlemen:

Subject: Report Nos. 50-400/82-10 and 50-401/82-10

This refers to the routine safety inspection conducted by Mr. W. H. Miller, Jr. ,

of this office on April 13-16, 1982, of activities authorized by NRC Construction

Permit Nos. CPPR-158 and CPPR-159 for the Shearon Harris facility. Our prelim-

inary findings were discussed with Mr. R. M. Parsons, Project General Manager,

at the conclusion of the inspection.

Areas examined during this inspection included fire protection / prevention.

Within these areas, the inspection consisted of selective examinations of

procedures and representative records, interviews with personnel, and obser-

vations by the inspector.

Within the scope of this inspection no violations were disclosed.

During the inspection it was found that certain activities under your license

appeared to deviate from commitments to the Commission and have safety signifi-

cance. This item is identified in the Notice of Deviation enclosed herewith as

Appendix A. Please provide us in writing within 30 days of your receipt of this

letter your comments including a description of corrective actions that have been

or will be taken, corrective actions which will be taken to avoid further devi-

ations, and the date your corrective actions were or will be completed.

Two new unresolved items are identified in the enclosed inspection report. These

items will be examined during subsequent inspections.

In accordance with 10 CFR 2.790.a), a copy of this letter and the enclosures will

be placed in the NRC's Public Document Room unless you notify this office, by

l telephone, within ten days of the date of this letter and submit written appli-

cation to withhold information contained therein within thirty days of the date

of this letter. Such application must be consistent with the requirements of

2.790(b)(1).

The responses directed by this letter and the enclosures are not subject to the

clearance procedures of the Office of Management and Budget as required by the

Paperwork Reduction Act of 1980, PL 96-511.
