v' STATUS REPORT: OCTOBER 8, 1980 MEETING 0F THE SAFETY PHILOSOPHY, TECHNOLOGY AND CRITERIA SUBCOMMITTEE As per previous communications the Safety Philosophy, Technology, and Criteria Subcommittee will meet on October 8, 1980 between 9:00 am and 3:00 pm in Room 1046, 1717 H Street, N.W., Washingtbl, D.C.
I have included a copy of the schedule for the meeting as Attachment 1.

The topics to be discussed are the Diablo Canyon systems interaction study /NRC Staff's approach to systems interactions studies and the NRC Staf's design philosophy for decay heat removal systems. The Diablo Canyon study was performed in response to ACRS recommendations (See Attachment 2). The study treats only sytems interactions which could be induced by a seismic event.
It is intended that the future studies on other plants will involve non-seismic as well as seismic initiators. The analysis perfomed for Diablo Canyon depended heavily on "walkdown" analysis by the teams of engineers (Pacific Gas
& Electric acted as their own Architect Engineer). Potential system interac-tions were noted and, as necessary, investigated further.
Independent audits of this work were performed by PG&E's Quality Assurance Department, a PG&E review board, and the NRC Staff. The manpower resources involved are estimated at 50-manyears.

The NRC Staff's Safety Evaluation Report has not yet been completed.
I am expect-ing to have a Draft by September 30, 1980 and will send it to you as soon as I receive it.
The ACRS is currently scheduled to discuss this work at the Nove.nber 6-8 Full Committee meeting.
A more generic program is being carried out by the NRC Staff and is expected to involve the development of guidance on methods (Draft report in early 1981) and system interaction review of Indian Point-3 and six other not yet selected LWR plants.
I have included the NRC Staff's current schedule as Attachment 4.
Commissioner Gilinsky has asked the ACRS consider the desirability of adding a heat exchanger to the North Anna LPI system and environmentally qualifying the RHR system for accident conditions.
I have included a summary of his concerns and some background material as Attachment 5.
The NRC Staff's response is included as Attachment 6.
In addition to this one hour has been allocated to a discussion of the NRC Staff philosophy on the design of decay heat removal systems.
I would note that a meeting of the Extreme External Phenomena Subcommittee will be held (3:00 p.n - 6:00 pm) af ter this subcommittee meeting and the principal topic of discussion will be the seismic qualification of AFWS.
