PROJECT NUMBER SECY-82-471 ENTITLED " STEN 0 GRAPHIC REPORTING SERVICES" FIN NUMBER &8177 6-/ 9 //
The purpose of this memorandum is to inform you of a recent change regarding the status of the subject project.
Based on an informal market survey conducted approximately two months ago, a decision was made to set this entire requirement aside for small business participation only. This was based primarily on the fact that an adequate number of firms in the stenographic reporting field qualified as being small, in accordance with Small Business Administration (SBA) guidelines.
It appeared that good competition could be expected from such a large number of firms and a similar recommendation was also -
furnished from the Office of Small and Disadvantaged Business Utilization (0SDBU).
Recent developments now suggest the small business set-aside should be changed to unrestricted competition due to the following reasons. After the solicitation package was distributed to interested firms, a number of them cont:.u.ed this office and informed us of their inability to offer a bid due to the large volume of work estimated, but most importantly because of their lack of adequate staff.
It appears our requirement is simply to demanding for them to handle given their limited resources.
Additionally, OSDBU recently furnished this office a list of small j
businesses and small and disadvantaged businesses engaged in the stenographic reporting field which tends to support this concern. The list, which is a product of the Procurement Automated Source System maintained by SBA, identified 27 firms and provided information on each one. including total number of employees. Of that group, 24 firms revealed a total of ten or less employees.
Since our solicitation requires the successful bidder have enough employees to cover eight to ten hearings and/or meetings on any given day at as many different locations, it appears a firm with a small pool of stenographers and reporters would be unable to provide the level of service NRC demands.

Beckwith MAR 0 51982 Therefore, based on information received from small business firms interested i-our requirement and the survey results discussed above, I have decided to change the solicitation from a total small business set-aside to an unrestricted action. The Director, Office of Small and Disadvantaged Business Utilization has concurred in this decision.
