SCOPE OF WORK: The furnishing Of stenographic reporting service for hearings, press briefings, commission meetings, sensitive security interviews and other meetings as may be required to be reported for the U.S.

Nuclear Regulatory Commission.

l, BENEFIT:

The Commission, the Atomic Safety and Licensing Boards, the NRC's Advisory Committees and the l

NRC staff will use the services of the contractor to assure compliance with the Government in the Sunshine Act and the Administrative Procedures Act and to obtain proper verbatim records of l

press conferences, sensitive security interviews and meetings with members of the public.

l USER NEED:

This effort is essential for developing verbatim records of on-the-record oral argument adjudicatory proceedings, verbatim records of Commission meetings as required by the Government in the Sunshine Act, and other meetings / conferences /

interviews of the NRC staff and its advisory committees which require verbatim accounts for complete and accurate record purposes.

2 PRIOR AND CURRENT RELATED NRC PROJECTS:

This is a continuation of an existing reporting services contract.

Contractor support has been used for such services since the formation of NRC in 1975.

INTERAGENCY COORDINATION AND INTEREST:

None (except in the stenographic product of the service).

JUSTIFICATION FOR SOURCE SELECTED AND DISCUSSION OF ALTERNATIVES:

Open competition is used to obtain the optimum service.

SUGGESTED NRC OFFICES FOR COORDINATION:

This project will be concurred in by representatives from SECY, ACRS, OELD, ASLAP, ASLBP, SEC, O&P, State Programs, Public Affairs, and NRR.

ATTACHMENT 1 STATEMENT OF WORK The Contractor shall furnish stenographic reporting service for hearings as may be required to be reported for the U.S. Nuclear Regulatory Commission's Headquarters (NRC) operations for a two year period beginning with the award date of the contract.

The Commission agrees to order from the Contractor all of the Commission's Headquarters requirements for the services described herein, except however, at the discretion of the Government for certain closed meetings of the Commissioners.

In addition, the Commission may or may not use the Contractor for joint hearings held with other Federal, State or Local Government Agencies, whichever is in the best interest of the Government.

The Commission at all times shall have the right to reproduce transcripts furnished under this contract, or copies thereof, when such reproduction is deemed necessary.

The Contractor agrees to furnish the services set forth herein when ordered by the Commission.
