This refers to the routine safety inspection conducted by flr. S. Weise of this
of fice on flarch 11 - April 10,1932, of activities authori;ed by HRC Operating
License ho. OPR-23 for the H. !;. Robinson facility.
vur preliminary findings
were discussed with flr. R. B. Starkey, Plant General fianager, at the conclusion
of the inspection.
Areas examined during the inspection and our findings are discussed in the
enclosed inspection report.
Within these areds, the inspection consisted of
selective examinations of procedures and representative records, interviews with
personnel, and observations by the inspector.
During the inspection, it was founa tut certain activities under your license
appear to violate NRC requirenents.
This iteu and references to pertinent
requirements are listed in the ilotice of Violation enclosed herewith as
Appendix A.
Elements to be included in your response are delineated in
Appendix A.
We have examined actions you nave taken with regard to previously identified
enforcement natters and unresolved itens.
The status of these items is discussed
in the enclosea report.
In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosures will
be placed in the flRC's Public Docunent Roon unless you notify this office, by
telephone, within ten days of the date of this letter and subnit uritten appli-
Cation to withhold infornation contained therein within thirty days of the date
of this letter.
Such application must be consistent with the requirements of
2.790(b)(1).
The responses airected by this letter and the enclosures are not subject to the
clearance procedures of the Office of !'anagement and Budget as required by the
Paperwork Reduction Act of 1980, PL 96-511.
