Dear Mr. Ilancock:
This confims our telephone authorization of April 1,1982, with regard to the pperation of the Crystal River Unit No. 3 Nuclear Generating Plant (CR-3) as requested by your telecopied letter dated April 1,1982. On April 1,1982, we authorized operation of CR-3 with the Reactor Coolant Planp Power Monitor (RCPPM) trip function bypassed provided four reactor coolant pumps were operating and the plant was operated at na more than 75% full power.
You stated that you wish to operate with the RCPPfl trip function bypassed until you can resolve the problen of the spurious reactor trip based on the RCPPfis. You further stated that you expect to provide justification for operation at 90% of full power. However, until you can provide the justification documentation necessary for our approval, reactor power operation would be limited to 75% of full power.
Facility Operating License i%. DPR-J2 was amended April 1,1982, by making the following Technical Specification change to Table 3.3.2:
1.
Revise line 14 under the column " Channels to Trip" from "2(a, b)"
to "2(a, b, c)."
2.
Add the following note to " Table Notation":
"(c) In addition to the limits noted in (b) above, interim operation of the reactor is limited to a maximum of 75% full power while the Reactor Coolant Pump Power flonitor (RCPPM) trip is manually bypassed to resolve the problem of spurious scrams from RCPPf1 operation."
