Dear Mr. Bernard:
Effective 1 June 1982 John D. Randall will step down as Director of the Nuclear Science Center and Donald E. Feltz will assume the duties' of Acting Director.
Dr. Randall will maintain an association with the NSC as a Research Engineer and provide technical assistance to the NSC staff.
On this date Mr. Feltz will become the principal reactor administrator. responsible for the safe and proper operation of the NSCR. Mr. Feltz's resume of academic and-professional experience is attached for your files.

Feltz, Acting Director Nuclear Science Center Texas Engineering Experiment Station Texas A&M University System College Stetion, Texas 77843 In addition to the change in reactor administration of the NSCR a recent change in administrative centrol of the NSC is herewith submitted as an amendment to Facility License R-83 This change is reflected in the attached revised Page No. 33 of the Technical Specifications (July 1979 submittal). The change involves the requirement of the Director (NSC) to-report to the Director of the Texas Engineering Experiment Station (TEES) through the Head of Nuclear Engineering Research, an administrative position within TEES.
The individual in this position is Carl A. Erdman.
Dr. Erdman is also Head of the Nuclear Engineering Department of Texas A&M University. The attached revised Technical Specification replaces the previous Page No. 33 in its entirety.
