Amendment No. 8 License No. R-83 1.

The Nuclear Regulatory Commission (the Commission) having found that:

A.

The application for amendment to Facility Operating License No. R-83, filed by the Texas A&M University (licensee), dated May 27, 1982, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's regulations as set forth in 10 CFR Chapter I; B.

The facility will operate in conformity with the license, as amended, the provisions of the Act, and the rules and regulations of the Commission; C.

The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; D.

The issuance of this amendment is in accordance with 10 CFR Part 51

of the Commission's regulations and all applicable requirements have been satisfied, and E.

Publication of notice of this amendment is not required since it does not involve a significant hazards consideration nor amendment of a license-of the type described in 10 CFR Section 2.106'(a)(2).

Accordingly, the license is amended by changes to the Technical Specifi-cations as indicated in the attachment to this license amendment, and paragraph 3.B. of Facility Operating License No. R-83 is hereby amended to read as follows:

Technical Specifications The Technical Specifications contained in Appendix A, as revised th'ough Amendment No. 8, are hereby incorporated in the license.

r The licensee shall operate the facility in accordance with the Technical Specifications.

3.

This license amendment is effective as of the date of its issuance.

Covers for these lines will be stored in the reactor pool.. Time required to uncover the reactor core due to failure of a single pool coolant pipe system is 17 minutes.

Loss of coolant alarm after 2 feet of loss required cor-rective action.

This alarm is observed in the reactor control room and outside,the reactor building.

6.0 ADMINISTRATIVE ColiTROLS 6.1 ORGANIZATION a.

The facility shall be under the direct control of the Director (NSC) or a licensed senior operator designated by him to be in direct control.

The Director (USC) shall be responsible to the Director of the Texas Engineering Experiment Statien (TEES) for

safe operation and maintenance of the reactor and its associated equipment. The Director (NSC) shall report to the Director of TEES through the Head of Nuclear Engineering Research. The Director (NSC) or his appointee shall review and approve all experiments and experi= ental procedures prior to their use in the reactor. He shall enforce rules for the protection of personnel against radiation.

b.

The safety of operation of the Nuclear Science Center Reactor shall be related to the University Ad=inistration as shown in the following chart.

6.2 REVIEW AND AUDIT a.

A Reactor Safety Board (RSB) of at least three (3) members knowledgeable in fields which relate to Nuclear Safety' shall review, evaluate, and approve safety standards associated with the operation.and use of the facility. The University Radiological Safety Of ficer shall be an ex-officio member of the Reactor Safety Board. The jurisdiction of the RSB shall include all nuclear operations in the facility and

general safety standards.

b.

The operations of the Reactor Safety Board shall be in accordance with a written charter, including provisions for:

k, (1) Meeting frequency, (2) Voting rules, (3) Quorums, (4) Method of submission and content of presentation to the Committee, 1

(5) Use of subcommittees, and J

Review, approval, anc}, dissemination of minutes.

The RSB or a Subcommittee thereof shall audit reactor operations at least quarterly, but at intervals not to exceed four months, d.
