SAFETY EVALUATION REPORT BY THE OFFICE OF NUCLEAR REACTOR REGULATION SEQUOYAH UNIT 2 DOCKET NO. 50-328 RELIEF FROM INSERVICE INSPECTION REQUIREMENT INTRODUCTION The licensee requested relief from perforining the hydrostatic testing require-ments of Article IWC-5000 under ASME Section XI, following the repair of the by-pass line on the main steam line. Tae licensee found it necessary to remove a portion of the by-pass line in order to perfonn some repcir on a feedwater check valve.

EVALUATION We agree with the licensee that a hydrostatic test in compliance with Section XI (Article IllC-5000) to demonstrate the integrity of the welds is an unneces-sary requirement for the repair of the 2-inch line and its socket welds. The test would require filling the steam generatoo and main steam line with water out to the main steam line check valve.

Such a test could damage support structures and safety-related valves in the main steam line. We conclude that for the repair work in question a leak test at operating pressure and temperature is adequate. The examination of the replacement weld areas shall be aarried out in accordance with Region II requirements.
