Inspection 50-293/82-10
This refers to the routine safety inspection conducted by Mr. J. Johnson of
this office on March 1 - April 4, 1982, at the Pilgrim Nuclear Power Station,
Plymouth, Massachusetts, of activities authorized by NRC License No. DPR-35
and to the discussions of our findings held by Mr. Johnson with Mr. R. Machon
and other members of your staff periodically during the inspection and at the
conclusion of the inspection.
Areas examined during this inspection are described in the NRC Region I In-
spection Report enclosed with this letter. Within these areas, the inspection
consisted of selective examinations of procedures and representative records,
interviews with personnel, and observations by the inspector.
In addition, our inspector examined the items discussed in our letter to you
dated February 18, 1982, regarding actions to be taken by Boston Edison Com-
pany prior to plant restart from the current refueling outage.
Based on the results of this inspection, it appears that one of your activi-
ties was not conducted in full compliance with NRC requirements, as set forth
in the Notice of Violation, enclosed herewith as ?.ppendix A.
This item of
noncompliance has been categorized into the level described in the Federal
Register Notice (47 FR 9987) dated March 9, 1982.
You are required to respond
,
to this letter; and, in preparing your response, you should follow the instruc-
tions in Appendix A.
In addition, it appears that one of your activities was not conducted in con-
formance with your connitment to the NRC contained in a letter dated January
1
25, 1982, concerning actions taken to assure personnel access to the reactor
building truck lock door control panel. You are requested to respond to this
item; and, in preparing your response, you should follow the instructions in
Appendix B.
