o APPENDIX A NOTICE OF VIOLATION Boston Edison Company Docket No. 50-293 Pilgrim Nuclear Power Station License No. DPR-35 As a result of the inspection conducted on March 1,1982 - April 4,1982, and in accordance with the NRC Enforcement Policy, 47 FR 9987 (March 9,1982),
the following violation was identified:
Technical Specification 6.8.1 requires that written procedures and administrative policies shall be established that meet or exceed the requirements and recorrmenda-tions of Appendix "A" of USNRC Regulatory Guide 1.33.
Regulatory Guide 1.33 re-quires administrative procedures for Equipment Control (e.g. locking and tagging). Station Procedure 1.4.5, "PNPS Tagging Procedure", Revision 8,Section II.A.1 prohibits the operation of a device with a red tag attached.
Contrary to the above, on March 16, 1982, Standby Liquid Control System valve No.1101-22 (required to be tagged in the closed position) was dissassembled with the valve disc, stem, bonnet and handwheel removed from the valve body with a red tag attached to the handwheel.
This is a Severity Level V Violation (Supplement I).
Pur'suant to the provisions of 10 CFR 2.201, Boston Edison Company is hereby required to submit to this office within thirty days of the date of this Notice, a written statement or explanation in reply, including:
1) the corrective steps which have been taken and the results achieved; 2) the corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation. Where good cause is shown, considera-tion will be given to extending your response time.
The responses directed by this Notice are not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
