Dear Mr. Denton:
Installation of the new smoke detection equipment is scheduled for completion by the end of the first refueling outage. Due to the scope and magnitude of the action, relief from compliance with current Technical Specification 3.3.3.7 is requested. In lieu of the current Technical Specification 3.3.3.7 the enclosed, interim, Technical Specification 3.3.3.7 is proposed.
The enclosed Technical Specification will provide for a program which is administrable and will provide an effective and comprehensive fire detection program.
To implement this proposed item it will be necessary for South Carolina Electric and Gas Company to provide a sixteen person fire watch group. This is based on the casumption that it will require three fire vatches per shift to cover the areas.
To cover one area it will require:

= 2080 hours0.0241 days <br />0.578 hours <br />0.00344 weeks <br />7.9144e-4 months <br /> 8760 + 2080
= 4.2 man years (5) 5 man years x 3 areas
= 15 fire watches 15 fire watches
= 1 supervisor 15 + 1
= 16 total people The implementation of these measures will provide positive defense against fire and be consistent with Station ALARA considerations.
