TRANSMITTAL OF THE CFBRP NPDES PERMIT APPLICATION The United States Department of Energy (DOE), through its Clinch River Breeder Reactor Plant (CRBRP) Project Office, hereby submits to the Environmental Protection Agency (EPA), the attached completed application for a National Pollution Discharge Elimination System (NPDES) Fermit anc the supporting Engineering Report to allow discharge of waste water into the Clinch River near Oak Ridge, Tennessee.

As indicated by the application and supporting data, the permit requested would cover all activities associated with construction and operation of the CRBRP.

AccordinFly, your office is requested to issue the subject permit pursuant to Section 402 (a) (1) of the Clean Water Act.
