FUNCTIONAL TESTING,

l APPLICABILITY: This procedure applies to functional testing of BRP Reactor Depres-surization System mechanical snubbers as required by NRC Technical' Specifications. Functional testing is to be accomplished with a

~

bench testing assembly crected at the Plant because of the distinct possibility of radioactive contamination of the snubbers' internals.

The snubbers covered by this procedure are Pacific Scientific Models 1

PSA-1/4,*PSA-1/2 and PSA-3 with force ratings of 350, 650 and 6,000 pounds, respectively.

2.5 External decontamination of applicable test specimens (by BRP personnel).

3.0 PRECAUTIONS 3.1 Normal safety practices as specified by the Consumers Power Company Accident Prevention Manual shall be observed.

4.0 LIMITATIONS 4.1 Hydraulic force shall be terminated prior to reaching the end of the test specimen's designed stroke. Failure to do so will mandate assurance of proper working order and complete retesting.

5.0 PROCEDURE 5.1 Normalize (24-hour minimum) the test specimen in the test environment.

5.2 Measure the temperature and relative humidity of the test environment for information only.

5.3 Install the' test specimen in a horizontal position on the test bench as diagrammatically shown by Figure A.

5.4 Test each specimen for drag force as defined in Section 6.2.

Measurements shall be taken in both tension and compression at the mid point of the stroke and at 0.5 inch from each extreme position. Each specimen shall meet the N(o

As an alternative test for Models PSA-1/4 and I

PSA-1/2, the requirements of Section 6.2 shall be met if the specimen will t

fully extend and retract under its own weight.

t 5.5 Perform an in-system calibration of the displacement instrumentation using Reference 2.3.5.

5.6 Following the loading schedule of Section 5.7, apply a continuous tensile load over half of the specimen's rated stroke beginning at the fully retracted position. Reset the recorder and apply a continuous compressive load over the other half of the stroke beginning at the fully extended position.

5.7 The loading schedule for each test specimen by model number shall conform to the following:

5.9 The test ' specimen acceleration (a), conforming to the formula S = 1/2 a t,

shall meet the criteria of Section 6.3 during' continuous loading. All calcu-lations shall be made from the test plot.

6.0 ACCEPTANCE CRITERIA 6.1 The snubber rod shall continue to move without locking up when exposed to any continuous tensile or compressive load less than or equal to its rated load.

6.2 The force that initiates free movement of the snubber rod (drag force) in either tension or compression shall be less than 1% of its rated load or 5 pounds, whichever is greater.

6.3 Motion of the snubber rod under any continuous tensile or compressive load l

less than or equal to its rated load shall exhibit a velocity exceeding l

0.2 in/s but shall not exceed 0.02 g's acceleration.

Any snubber that fails to meet the acceptance criteria shall be identified, the Plant ISI Coordinator notified and a corrective action document initiated.

7.0 RECORDS 7.1 The report shall identify each snubber by model number, serial number, Plant ite:n nu=ber and Plant location. All test data shall be traceable to this identity.,

Testing of the new Pacific Scientific Model PSA-k Mechanical Enubber (Serial

!!o. 13921 to replace plant No. PS-ll5A) was perforced at the Trail Street facilities on March 23, 1982 in accorf vice with SP&LS Engineering Evaluation and Testing Section Work Procedure S4, Revision 1, entitled "BRP RDS Mechanical Snubbers Certified Functional Testing". The unit met the acceptance critoria of Procedure Sh, Section 6.

The criteria for drag force was satisfied by virtue of its ability to extend and retract under its own weight. The results and calculations for the acceleration tests are attached.

The~ test equip:nent used was the ss=e as lis' ed in the main report.

5.0 PROCEDURE 5.1 Normalize (24-hour minimum) the test specimen in the test environment.

5.2 Measure the temperature and relative humidity of the test environment for information only.

'5.3 Install the test specimen in a horizontal position on the test bench as diagrammatically shown by Figure A.

5.4 Test each specimen for drag force as defined in Section 6.2.

Measurements shall be taken in both tension and compression at the mid point of the stroke and at 0.5 inch from each extreme position. Each specimen shall meet the criteria of Secion 6.2.

As an alternative test for Models PSA-1/4 and PSA-1/2, the requirements of Section 6.2 shall be met if the specimen will fully extend and retract,under its own weight.

5.5 Perform an in-system calibration of the displacement instrumentation using

5.6 Following the loading schedule of Section 5.7, apply a continuous tensile lo'ad over half of the specimen's rated stroke beginning at the fully retracted position. Reset the recorder and apply a continuous compressive load over the other half of the stroke beginning at the fully extended position.

If the rated stroke of the snubber is less than 4 inches, the test stroke may exceed one-half of the rated stroke but shall not exceed 2 inches.

5.7 The load schedule for each test specimen, identified by model number and rated load, shall conform to the following:

6.0 ACCEPTANCE CRITERIA 6.1 The snubber rod chall continue to move without locking up when exposed to any continuous tensile or compressive load less than or equal to its rated load.

6.2 The force that initiates free movement of the snubber rod-(drag force) in either tension or compression shall be less than 1% of its rated load or 5 pounds, whichever is greater.

6.3

!!otion of the snubber rod under any continuous tensile or compressive load less than or equal to its rated load shall exhibit a velocity exceeding 0.2 in/s but shall net exceed 0.02 g's acceleration.

7.0 RECORDS 7.1 The report shall identify each snubber by model number, serial number, Plant item number and P1' ant location.

7.2 Have the report reviewed and approved by the Project Supervisor and the Engineering Evaluations and Testing Supervisor.

7.3 Retain original and one copy in EE&T file.

7.4 Return one copy of report to the requesting party and copies to those on the distribution list.

7.5 Calibration records for monitoring equipment described in Section 2.3 shall be made a part of the report.

8.0 DISPOSITION 8.1 Required testing of all snubbers shall be completed within a time frame commensurate with the Plant outage.
