i INTRODUCTION /PCRPOSE During the 1976 refueling outage, a modification made to the Big Rcek Point Nuclear Plant included the installation of a Reactor Depressurization System (RDS). The installation of this system was necessary in order to rapidly depressurize the primary system to allow core cooling with the fire water system. Thirteen mechanical snubbers were installed to restrain the RDS l

piping in event of shock (ie, earthquake).

In 1981, NRC Tech Spec requirement t

changes (IE Bulletin 81-01 and NRC Letter LS05-81-03-082 dated March 23, 1981) mandated that 100% of these snubbers be functionally tested during the next refueling outage with a representative sample (10%) to be rechecked each refueling outage thereafter. The Engineering Evaluation and Testing Section of the SP&LS Department accepted the responsibility for testing. The results of the 100% inspection are contained herein.

SUMMARY

3 A total of 15 snubbers were tested in accordance with the requirements of -

j SP&LS Engineering Evaluation and Testing Section Work Procedure S-4.

The 15 units consisted of six different classes (model and rating). Twelve units had

~

been removed from service and three were aew.

An additional unit removed from service was damaged prior to testing. A summary of the results by class is as i

follows-f MODEL PSA-3 (3,000 lb) t A total of ten snubbers was tested. All had been removed from service. All f

ten met the acceptance criteria of Procedure S-4, Section 6.

At rated load, l

the maximum recorded acceleration in tension was 0.0096 g.

The average was

0.0083 g.

Stroke time at one-half rated load averaged 2.5% less. The maximum recorded acceleration in compression was 0.0079 g.

The average was 0.0060 g.

j Stroke time at one-half rated load averaged 2.8% less. The qverage drag force ranged from 12.5-24.5 pounds.

MODEL PSA-3 (6,000 lb) f One new snubber was tested. The acceptance criteria of Procedure S-4 was satisfied.

In tension, the acceleration measured 0.0035 g at one-fourth rated i

'N load increasing to 0.0002 g at rated load.

In compression, these values were l

0.0033 g and 0.0041 g, respectively. Drag force averaged 33.0 pounds.

MODEL PSA-1/2 (500 lb)

Two snubbers removed from service were tested. Neither met the acceptance criteria of Procedure S-4.

Plant ID PS-115B failed ~significantly (0.147 g acceleration) during compression testing. No further testing was conducted.

Plant ID PS-115A was borderline, but did fail to meet the acceptance criteria for tensile acceleration at rated load.

An acceleration of 0.023 g was measured. All other tests were acceptable.

MODEL PSA-1/2 (650 lb)

One new snubber was tested. The acceptance criteria of Procedure S-4 was satisfied.

In tension, the acceleration measured 0.013 g at one-half rated load increasing to 0.014 g at rated load.

In compression, these values were 0.015 g and 0.017 g, respectively. The unit extended and retracted under its own weight.

MODEL PSA-1/4 (250 lb)

This unit, which had been removed from service (Plant ID PS-116), was accidentally damaged during test setup prior to beginning any testing.

MODEL PSA-1/4 (350 lb)

One new snubber was tested. The unit was subsequently identified as PS-116 s

g,)

after damaging the original PS-116.

In tension, the acceleration was constan.t at 0.011 g.

In compression, it was also constant. The level was 0.014 g.

The unit extended and retracted under its own weight.

TEST PROCEDURE Each test was conducted in accordance with Engineering Evaluation and Testing Section Work Procedure S-4 entitled " Big Rock Point Reactor Depressurization System Mechanical Snubbers - Certified Functional Tests."

Photographs of the testing assembly are included with this report. The procedure is included as an Appendix.

O RE. MARKS In every case, it can be seen that the new vintage, snubbers perform better than the original units removed frem service. However, it also can be seen that even the new smaller size snubbers (PSA-1/4 and PSA-1/2), although acceptable, did not pass the acceleration tests by significant margins. We therefore recommend acquiring enough spares for 100* replacement (three units total) and we furthermore recommend certifying all in advance. One or two PSA-3 spares should prove sufficient as all passed by significant margins.
