SUBJECT:

GENERIC ISSUES TRACKING SYSTEM (GITS)

The first quarterly status report of the Generic Issues Tracking System (GITS) has been compiled and is included as an enclosure to this memo.

The GITS has been initiated by the Generic Issues Branch of DST in fulfillment of our responsibility to monitor and-coordinate staff activities on generic issues. The GITS is also required as part of the staff response to the Bingham Amendment.

The Ger.eric Issues Branch also issues the TMI Action Plan Tracking System (APTS) quarterly which provides status information on all TMI Action Plan items. Unresolved Safety Issues (which are actively managed by GIB) are reported quarterly in the Aqua Book, NUREG-0606. All staff generic issues are reported in one of the three reports.

Issues from all other lists and compilations (including the ACRS. generic list) are or will be included in one of these three reports. Candidate generic issues will be added to the appropriate staff report by a procedure under development which includes identification, definition, prioriti-zation, followed by assignment of a Task Manager and staff resources as deemed appropriate by management.

We have previously provided instructions for initiating a new safety generic issue for consideration along with submittal forms in a memo to NRC Office Directors from Harold Denton on April 17, 1981. A copy of the submittal form is included with this memo as enclosure 2.

As stated cbove, all NRR generic issues should be reported in the Aqua Book, APTS or GITS and the objective is to provide status and disposition N

Multiple Addressees June 30, 1981 of all generic issues in one of these three reports.

If the system is to function successfully as a management tool to maintain ready access to the status of each generic issue and to control the application of resources on issues in terms of accepted prioritization, there must be an insistence.on reporting all generic issues to the system and a willingness to update the information as required.

Updating of th's GITS will be accomplished by providing a copy of the last report for each item to the assigned responsible staff member. The assigned staff member will be requested to provide current status, make corrections as necessary and return to the Generic Issues Branch, Mail Stop P-1030. GIB will maintain the GITS and coordinate reports with OMPA.
