The approach used on the candidata policy atstements (Enclosure 2) and the candidate detailed policy or strategy decisions (Enclosure.3) look appropriate, and I have no commente to make at this time.

In addition to the methodology proposed in your memorandum, I believe tbst the review group should also evaluate tthe results and recotmuendations of pertinent reports which have addressed IE polie.y, programs und procedures, (e.g., conentitants, task groups, GAO, 01A, spucial survey reports).
