IE POLICY RFNIEW CROUP I have the following comments in response to your memorandum of August 3,1981.
1.
1 continue to believe that the IE Policy Review Group should be comprised of four or five of our best senior people working with representatives of NRK and NMSS.
Furthar, for each area reviewed by this group it will need te be supported by inforised subgroups composed of eenior. staff membern from the regions and headquarters.
2.
A qualitativa impact / benefit analysis should be made for each area reviewed by the Policy Review Group. By this, we do not maan a rigorous cout benefit analysis, but rather a considered overview by senior management of how efficiently and affectively we are accomplishing our mission and how each activity contributes to this mission.

The fo11uwing comments are provided on the list of activities which impact IE resourcen applied to inupection an spelled out in Enclosure 1 to your

- a. To the direct inspection activities, add assivt inspections.
- b. To the other activities directly affecting inapaction time, add interim (altarnate). nnsignments, union matters, training, leave, enforcement, and inupection preparation tima. Furthermore, it is recognized that each of the areas listed may be further divided into subgroups. For emaripia, Item No. 2, Reporta vould cover such reports as: inspection reports, prcliminary notifications, moming reports, hulletins.

- c. The other activi. ties indirectly affecting inspection resources need to be expanded considerably, particularly to encompaus all the activities pre.nently being done by Hoodquarters. The MPS data gives us a good idea of the amount of tima curren tly spent with reopcet to direct inupection activities and other activities directly nf facting inspection time.
However, when one considera the limited reuources that IE will have over the coming years, similar information is needed for thfe area, so that decisions can be made re.lativa to the proper diserf bution of manpower within IE in terms of importAnce of N
the functions to be perforced to accemplish IE's mission.
