WISCONSIN ELECTRIC POWER COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE

.The U. S. Nuclear Regulatory Commission (the Commission) has issued

[

Amendment No. 63to Facility Operating License No. DPR-27 issued to Wisconsin l

i Electric Power Company (the licensee), which revised Technical Specifications f

l for operation of Point Beach Nuclear Plant, Unit No. 2 (the facility) located in the Town of Two Creeks, Manitowoc County, Wisconsin. The amendment is

effective as of the date of issuance.

The amendment allows a one-time relaxation of the requirement for h

monthly functional tests of the turbine stop and governor valves. This 1

delays the test required to be completed by March 27, 1982 until the start I

of the eighth refueling outage presently scheduled for April 16, 1982.

The application for the amendment complies with the standards j

i and requirements of the Atomic Energy Act of 1954, as amended (the

Act), and the Ccmmission's rules and regulations. The Commission has made appropriate findings as required by the Act and the. Commission's

rules and regulations in 10 CFR Chapter I, which are ' set forth in

the license amendment. Prior public notice of this amendment was e

not required since the amendment does not involve a significant hazards i

f consideration.

l pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or i

negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
