Subject: NRC Security Inspection - Diablo Canyon
This letter refers to a routine Safeguards inspection of your activities at
Diablo Canyon Power Plant Unit 1 authorized under NRC License No. DPR-76

conducted by Messrs. D. W. Schaefer and W. P. Mortensen of this office on
March 15-19,1982.
It also refers to the discussion of our inspection
findings held by the inspectors with Mr. R. C. Thornberry, Plant Manager,
members of his staff, and other PG&E representatives on March 19, 1982, and
the telephone discussion between Messrs. R. Todaro and D. Schaefer of the
office on March 23, 1982.
The inspection included examination of activities related to your program for
physical protection against radiological sabotage and against theft of special
nuclear material in accordance with applicable requirements of Title 10,
Code of Federal Regulations, Part 73 " Physical Protection of Plants and
Materials," your Security Plan, and license conditions pertaining to physical
protection as described in the enclosed inspection report. Within these areas,
the inspection consisted of selective examinations of procedures and records,
interviews with facility and contract personnel, and observations by the
inspectors.
Based on the results of this inspection, it appears that certain of your
activities were not conducted in full compliance with NRC requirements, as
set forth in the Notice of Violation and the Notice of Deviation; enclosed
herewith as Appendix A and B respectively. Pursuant to the provisions of
10 CFR 2.201 you are required to respond as indicated therein.

Part 2, Title 10, Code of Federal Regulations, documentation of findings
of your security procedures are exempt from public disclosure; therefore,
the enclosures to this letter, the inspection report, and your response
to the itens listed in the enclosures to this letter will not be placed
in the Public Document Roon and will receive limited distribution.
He have detemined that the enclosures so designated contain Safeguards
Information and therefore are subject to the controls of 10 CFP. 73.21.
The responses directed by this letter and the accompanying Notices am not
subject to the clearance procedures of the Office of !!anagement and Budget
as required by the Paperwork Reduction Act of 1980, PL 96-511.
Should you have any questions concerning this letter, we will be glad to
discuss them with you.
