This refers to the routine safety inspection conducted by Mr. T. Rebe
s i of
this office on February 1-28, 1982 at Indian Point fluclear Generating Station,
Unit 2, Buchanan, llew York of activities authorized by flRC License lio. DPR-26,
and to the discussions of our findings held by fir. Rebelowski with Mr. C.
Jackson and nembers of his staff at the conclusion of the inspection.
Areas examined during this inspection are-described in theEuclear Regulatory
Cocanission Inspection Report which is enclosed with this letter. Within
these areas, the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observations by the
inspector.
Our inspector also verified the steps you have taken to correct the items of
noncompliance brought to your attention in the enclosure to our letters dated
April 29,1981 and July 17, 1981. lle have no further questions regarding your
action at this time.
Based on the results of this inspection, it appears that certain of your activi-
ties wem not conducted in full compliance with flRC requirements as set forth in
the liotice of Violation, enclosed herewith as Appendices A and B.

letter and in preparing your response, you should follow the instructions in
Appendices A and B.
In addition to the need for corrective action mgarding
these specific violations, we are concerned about the implementation of your
management control systems as it relates to your surveillance test pmgram.

Consequently, in your reply, you should describe in particular, those actions
taken or. planned to improve the effectiveness of your surveillance test program.

Infomation will be placed in the NRC Public Document Room unless you notify

submit written application to withhold infomation contained therein within

thirty days of the date of this letter. Such application must be consistent
with the requirements of 2.790(b)(1). The telephone notification of your
intent to request withholding, or any request for an extension of the 10 day
period which you believe necessary, should be made to the Supervisor,

In accordance with 10 CFR 73.21 of the NRC's regulations, documentation of

security measures for the physical protection of special nuclear materials
and certain plant equipment vital to the safety of production or utilization
facilities are deemed to be Safeguards Information.

produces, receives or acquires Safeguards Information is required to ensure

that it is protected against unauthorized disclosure. Thereform. Appendix B,

the pertinent section of the enclosed inspection report, and your response
to Appendix B will not be placed in the Public Document Room and will receive

limited distribution pursuant to 10 CFR 73.21(c).
