Gentlemen:

Millstone Nuclear Power Station, Unit No. 2 Proposed Revisions to the Technical Specifications Primary-to-Secondary Leakage Monitoring and Reporting During Cycle 5 In fulfillment of our verbal commitments and pursuant to 10CFR50.90, l Northeast Nuclear Energy Company (NNECO) hereby proposes to amend

its operating license, DPR-65, for Millstone Unit No. 2, to in-corporate the changes identified in Attachment 1 into the Millstone y Unit No. 2 Technical Specifications.

The proposed Technical Specification changes provide for daily sampling for gross activity in each steam generator during Cycle 5 operation. This will provide increased assurance that any primary-to-secondary leakage will be promptly detected and monitored. In addition, NNECO proposes to report to the Staff the baseline i

primary-to-secondary leakage rate in each steam generator at Millstone Unit No. 2 within two weeks after reaching equilibrium operation in Mode 1. Any subsequent incremental increase of 0.05 gpm in the steady state primary-to-secondary leakge rate of either steam generator will also be promptly reported to the Staff.

The proposed Technical Specifications provide increased assurance that any primary-to-secondary leakage will be promptly detected and reported during Cycle 5 operation.

The aforementioned-proposed changes have been reviewed pursuant to 10CFR50.59 and have not been found to constitute an unreviewed safety question. The basis for this determination is that the proposed changes provide for increased surveillance frequency and reporting requirements for primary-to-secondary leakage at Millstone Unit No. 2 during Cycle 5 operation. The probability or consequences of an accident previously analyzed has not been increased, an accident or malfunction different than any previously evaluated has not been created and the margin of safety as defined in the bases for any Technical Specification has not been reduced.

The Millstone Unit No. 2 Nuclear Review Board has reviewed and approved the attached proposed change and has concurred in the above determination.

NNECO has reviewed the proposed license amendment pursuant to the requirements of 10CFR170 and has determined that this change constitutes a Class III license amendment. Furthermore, NNECO has determined that this amendment can be treated in conjunction with the Cycle 5 reload for which a Class IV license amendment fee has previously been submitted in Reference (1).

It is NNECO's intention to provide the results of the Cycle 5 refueling outage profilometry inspections conducted at Millstone Unit No. 2 within sixty (60) days after startup. NNECO will also inspect the 30 steam generator tubes in the sludge pile area not inspected during the Cycle 5 refueling outage during the next eddy-current inspection. The specific tubes were identified in Reference (2).
