- SLING, TAGGING, RECORDS, STORAGE, EXAMINATION, AND PROOFLOAD 1.0 Purpose F
The purpose of this section instruction letter is to specify the procedure for tagging, keeping records of, storing, and examining slings. I '.W 2.0 Applicability This procedure is applicable for all slings used on CSSC equipment by outage personnel. 3.0 References 3.1 DPM N78S2, Section VI, Part SW4 r 3.2 ANSI B30.9-71 4.0 Responsibilities j The outage director is responsible for implementation of this procedure. The general foreman responsible for the outage toolroom will also be responsible for tagging, keeping permanent records, storage, and periodic examination of the slings. Craft foremen are responsible for assuring that slings are visually checked prior.to u use on each shift. Craft foremen are also responsible for ensuring slings are cleaned, straightened, and returned to their proper storage location. m 5.0 Tagging ~ All slings (chain, wire rope, and nylon webb slings).shall have permanent identification attached ~which indicates: identification number, storage location, type of material, size, strand number, 1 and rated capacity. See Attachment A for tag example. 6.0 Records I A permanent record shall be kept that identifies each sling, storage location, and responsible supervisor.(see Attachment B).

Storage locations shall be identified with a number corresponding to the identification number on the sling. Storage locations must be in ~~ areas where slings are protected from mechanical damage, excessive heat, sparks, moisture, acid fumes, or other harmful environmental F exposures. 8.0 Examination r All slings shall be visually checked prior to use on each shift. A thorough formal examination should be made of all slings monthly by a trained designated sling tester (see Attachment E). An examination checklist shall be filled out and kept on file concerning this examination (see Attachment C). Defective rigging equipment shall not be used and shall be identified with form TVA 18004, " Defective Equipment Tag." r: 8.1 Chain Sling Examination 8.1.1 Effects of Overloading The determination to remove a chain sling from service shall not be made solely on the basis of increase in reach. An examination shall be made on an individual link basis. If any link does not hinge freely with the a adjoining link, the assembly shall be removed from service. 4 1 8.1.2 Effects of Wear If wear at any point of any chain link exceeds that shown in the table on the following page, the assembly L shall be removed from service. 8.1.3 Nicks and Gouges Sharp transverse nicks should be rounded out by grinding. ~ If the depth of the gouge or rounded out portion l exceeds the values shown in the following table, the assembly shall be removed from service. l l g ~ s n ..;.n; a ..v. p. 4x ' x; v a. l ,n

Assemblies should be removed from service if hooks have ,3 been opened more than 15 percent of the normal throat' J opening measured at the narrowest point or twisted more than 10 degrees from the plane of the unbent hook. i Deformed hooks or other attachments should not be straightened on the job. Assemblies with such defects shall be reconditioned by the manufacturer. 8.1.5 Cracked Attachments Assemblies with cracked hooks or other end attachments shall be removed from service. Assemblies with such defects shall be reconditioned prior to return to service. 8.2 Wire Rope Sling Examination Condition such as the following should be sufficient reason for questioning sling safety and for consideration of replacement. a 5 "Ij 8.2.1 Six randomly distributed broken wires in one rope lay, or three broken wires in one strand in one rope lay. O 8.2.5 End attachments that are cracked, deformed, or' worn. 8.2.6 Hooks that have been opened more than 15 percent of the .j normal throat opening measured at the narrowest point or twisted more than 10 degrees from the plane of the unbent hook. 8.2.7 Corrosion of the rope or end attachments. 8.3 Nylon Webb Sling Examinat. ion A sling shall be removed from service if any defects such as the following are visible. 8.3.1 Acid or caustic burns. 5.3.2 Melting or charring of any part of the surface. 15 8.3.3 Snags, punctures, tears, or cuts. r 8.3.4 Broken or worn stitches. 8.3.5 Wear or elongation exceeding the amount recommended by manufacturers. 8.3.6 Distortion of fittings. = 8.3.7 Other apparent defects which cause doubt as to the strength of the sling should be referred to the manufacturer for determination. The proofload for slings shall be two times the vertical rated capacity. All slings used for lifts over the reactor cavity, spent fuel ~ pit, refueling canal, or any other lifts made over critical areas shall be proofloaded by either the sling manufacturer or by site personnel --~ (see Attachment D) prior to use.
