Dear Mr. Stolz:
Under separate cover, we are transmitting three (3) original and forty (40) conformed copies of an application for Amendment to Facility Oper-ating License No. NPF-3 for the Davis-Besse Nuclear Power Station Unit No. 1.
This application requests that the Davis-Besse Nuclear Power Station Unit 1 Technical Specifications, Appendix A, be revised to reflect the c'tanges attached.
The proposed changes include:
1.
Changes in Table 3.6-2; 2.
Changes in Bases 3/4.3.3.7; 3.
Changes in Section 4.4.6.2.2 and 6,9.1.9; 4.
Changes in Section 3.4.8, Table 4.4-4, Figure 3.4-1 and Bases.
The four attachments identify the proposed changes and their safety evaluation.
Item 1 concerns Steam Generator Containment Isolation Valves.
Item 2 concerns Chlorine Latector and the Control Room Ventila-tion.
Item 3 concerns Combined Leakage Test and Reporting Requirements.
Item 4 concerns the limits for Dose Equivalent I-131.
The present Dose Equivalent I-131 (Item 4) limit in the Technical Specifications was based on conservative estimates. The new limits proposed by Toledo Edison will not result in violation of the off-site dose limits in 10CFR100 and the total operating time of the unit beyond the proposed specific activity levels will be restricced to no more than 800 hours0.00926 days <br />0.222 hours <br />0.00132 weeks <br />3.044e-4 months <br /> per year of the unit's operating time.
