Dear Mr. Chairman:

Enclosed for the information of the Subcommittee on Nuclear Regulation is a copy of NUREG-0705 entitled, " Identification of New Unresolved Safety Issues Relating to Nuclear Power Plants, Special Report to Congress." This report enlarges on the short sumary of information provided in the 1980 Annual Report. The presentation for 'each Unresolved Safety Issue (USI) includes issue definition, a prelimina'ry discussion of the action plan an'd a basis for continued plant operation and licensing.

' A brief discussion of the can'didate issues not designated by the Comission as USIs is also included.

This Special Report to Congress was initially scheduled for issuance.in July 1980 but was delayed until now to accommodate the extended collegial consultations and investigations the Comission deenied necessary for their sel*ection and approval of new USIs. The four new USIs have been added to NUREG-0606 entitled, " Unresolved Safety Issues Summary." This g

NUREG is published quarterly and reports the progress toward resolution of each Unresolved Safety Issue in accordance with the detailed schedule provided in the, individual Task Action Plans.

The process used to evaluate the large number of concerns and recomendations resulting from the major investigations of the Three Mile Island-2 accident, as well as other events and investigations of the past year, is described. As a result of this review process, the four issues

~ listed below have been designated by the Cemission as USIs..

(h) Task A Shutdown of Decay Heat Removal Requirements (2) Task A Seismic Qualification of Equipment in Operating Plants (3) Task A Safety Implications of Control Systems (4) Task A Hydr' ogen Control Measures and Effects of Hydrogen Burns on Safety Equipment Task Action Plans are being developed for each of these four issues.
