The 1970 Annual Report indicated that such a special report would be submitted to Congress in July 1980.

The report was delayed to accomodate the extended collegial consultations and investigations that the Commission deemed necessary for their selection and approval of new Unresolved Safety Issues. This report describes the process used to evaluate the larae number of concerns and reccmmendations which resiJited from the major investigations of the Three liile Island-2 accident, as well as:'other, events and investigations of the past year, and the report identif.ies whicha these new issues are designated
