!!assachusetts llunicipals has formally withdraun a petition for intervention.and'an antitrust-hearing that has been pending since 1971.

The Attorney General's formal advice at ' that time tras that an antitrust hearing should be held, but he qualified that advice with a suggestion that the issues raised raight be resolved by settleben:

between the parties.

Apparently negotiations were soon undertaken between the parties and were of unusually long duration, as no. pleadings,wer.e filed.in this docket from October, 1971 until October 11, 1979 when the withdrawal petition was filed.

That petition advised the Commission cf completion cf the "last element" of 'he " settlement packace."
