Commitment NRC Inspection Report 50-344/91-39 documented a commitment by Portland General Electric Company (PGE) to change'the operating characteristics for the Control Room Emergency Recirculation System (CB-16).
Current Action This action was intended to improve the reliability of CB-16 and does not affect the system's operability. The reliability problem is due to CB-16 tripping on low oil pressure due to cyclic operation at low load.
During low load conditions, the Control Room Emergency Ventilation System (CB-1) is capable of handling the entire cooling load if CB-16 trips. During high load conditions, CB-16 is not subjected to cyclic-operations.
In the event CB-16 does trip when needed to maintain Control Room temperature, the Control Room heat up rate is low enough to' permit operators to reset CB-16.
Based on the above discussion, CB-16 will not be modified.
B.
Commitment NRC Inspection Report 50-344/92-30 documented a commitment by PGE ~ to" assess the delay in implementing the air operated valve (A0V) action plan.
Current Actinn The purpose of the A0V action plan was to enordinate and track activities required to convert the existing Preventive Maintenance Program for A0Vs into a formal A0V Program. - Since Trojan has been permanently defueled,.the number of A0Vs required to remain operabic has been significantly decreased.
The Preventive Maintenance Program will continue to be used for the-A0Vs required to be operable while defueled. The A0V action plan has been canceled and PGE will not assess the delay in implementing the action plan.

-The Trojan 1 Plant is in a permanently defueled condition and the Reactor Coolant System is no longer required. This test is no longer necessary.

In a letter dated July 26, 1991, PGE committed to review the ef fectiveness of the Design Control Program.
1 CMrrent Antinn An effectiveness review of the Design Control Program was begun in December,.1992. Due to the permanent closure of Trojan both the scope and controls of the Design Change Program will be significantly l
changed. A review of the existing program is not warranted and the effectiveness review begun-in December has been canceled.

CQEGitment In a letter dated June 1, 1992, PGE committed to pursue a flow-measurement installation for the centrifugal charging and boric acid transfer pumps that did not rely on temporary instruments.

The centrifugal charging and boric acid transfer pumps are not required to be operable while defueled; therefore, this installation fi will not be pursued.

Only License the requirements of 10 CFR 50, Appendix R do not apply to Trojan.
This action will not be completed.

Commilment In a letter dated June 1, 1992, PCE committed to perform additional leak testing of the Cable Spreading Room floor using revised acceptance criteria.
Currant _Acilan Post modification testing following the sealing of the Cable Spreading Room floor resulted in no significant leakage. Drip shields were installed over open electrical cabinets and the penetrations in other electrical cabinets have been sealed.
Based on the above, no additional test of the Cable Spreading Room floor will be performed.

Commitmani In the exit meeting for NRC inspection 50-344/92-32, PGE committed to.
revise Periodic. Engineering Test (PET)'5-2, " Containment Local Leak Rate Testing", for deficiencies related to. technical content and specificity of work.

By letter dated April 12, 1993, the NRC granted PGE relief-from the Containment testing requirements of 10 CFR 50.54(o) and 10 CFR 50, Appendix J.
PET 5-2 will not be revised.

Current Action Since Trojan has been permanently defueled, the scope of the MOV Testing Program has been significantly reduced. The valves'to be tested in 1993, 1995, and 1996 are no longer included in the. Testing Program; therefore, they will not be tested.

In a letter dated March 26, 1991, PGE submitted a simulator test plan-to comply with the requirements of 10 CFR 55.45(b)(5)(vi).
CurrenL_ Ant 19n Two years of the four-year test cycle have been completed. PGE has discontinued licensed operator training and examinations on the simulator.
Simulator certification will not be maintained and the four-year test cycle will not be completed.

Commitment In Licensee Event Report 91-37, " Failure to Comprehensively Test Manual Engineered Safety Features Actuation Functions and Process Radiation Monitor Due to Deficiency in Surveillance Test Program",.
PGE listed significant activities specified in an action plan established in 1990 to correct deficiencies with the Trojan Surveillance Testing Program. These actions were listed for information as they were pertinent to the situation ~ described in the Licensee Event Report.
