The enclosed Safety Evaluation (SE) provides the results of the staff review i- of inie.ntha provided by Portland General Electric (PGE) Comoany in your letter dated June 30, 1992, concerning anomalies identified in NRC's 4 af 4

December 5,1991, and relief requests for Trojan Nuclear Plant inservw

testing (IST) program for pumps and valves. lhe submittal provided your

response to twenty-one anomalies and your actions to address these anomalies.

The Code of Federal Regulations,10 CFR 50.55a, requires that inservice

! testing (IST) of certain ASME Code Class 1, 2, and 3 pumps and valves be

! performed in accordance with Section XI of the ASME Boiler and Pressure Vessel

! Code and applicable addenja, except where relief has been granted or proposed i

alternatives authorized by the Commission pursuant to 50.55a 1 1 (f)(6)(1),

l (a)(3)(1), or (a)(3)(ii). Guidance.on acceptable alternatives to Section XI i requirements was provided in Generic Letter 89-04, " Guidance on Developing i

Acceptable Inservice Testing Programs," for certain aspects of IST.

As indicated in the enclosed SE, the staff has reviewed the IST program requests for relief submitted by PGE and generally finds it acceptable subject l
