COMMISSION PAPER FOR THE FINAL RULE, "10 CFR PARTS 50 AND 52: TRAINING AND QUALIFICATION OF NUCLEAR POWER PLANT.

PERSONNEL" We have reviewed the subject. Commission paper for compliance with the Paperwork Reduction Act of 1980 (44 U.S.C. 3501 et. seq.) and we concur in its issuance.

We recognize that the recordkeeping requirements contained in the rulemaking; are intended to be performance-based rather than prescriptive'..However,.since several commenters requested clarification of the recordkeeping requirements contained in section 50.120(b), this may indicate that additional guidance should be included in the regulation. Otherwise, licensees may feel comoelled -

to retain records indefinitely that would ordinarily be. disposed of in.

accordance with specified retention periods. As a Federal agency, we have an j

obligation under the provisions of the Paperwork Reduction Act to minimize the

' i-paperwork burden we impose on the regulated community.
