The following is a summary of this request:

Summary:
The Nuclear Regulatory Commission is amending its regulations to require each applicant for and each holder of a license to operate a nuclear power plant to establish, implement, and maintain a training program for nuclear power plant personnel based on a systems approach to training (SAT), with a definition of SAT consistent with that contained in 10 CFR 55.4.
The rule meets the directives of Section 306 of the Nuclear Waste Policy Act of 1982 and will provide qualified personnel _ to operate and maintain the facility in a safe manner in all modes of operation. The positions covered by the rule are within the scope of the industry's current training accreditation program.

Multiple Addressees The proposed rule was published in the Federal Reaister on January 7, 1992.
Comments were received from 30 individuals and corporate entities, virtually all of whom.are directly involved in the nuclear power industry. The staff made one change to the rule as a result of the comments received. The title of the " Technical Staff and Managers" program was changed to " Engineering Support Personnel." This change was made to maintain the program title listed in the rule consistent with the title of the accredited training program.

A copy of this concurrence package has been forwarded to-the Office of the Controller for enordination of resource issues per the EDO memorandum of June 14, 1991 We are requesting that you review the enclosed final rulemaking package and provide us with your recommendations and approval by the date requested above.
