REQUEST FOR RELIEF FROM CERTAIN INSERVICE INSPECTION PROGRAM REQUIREMENTS FOR THE MAIN STEAM RELIEF VALVE PRESSURE TEST -
BRUNSWICK STEAM ELECTRIC PLANT, UNITS 1 AND 2 (TAC NOS. M85064, M85065 AND M85127)
By letter dated October 9, 1992, as supplemented January 27, 1993, and by letter dated December 4, 1992, Carolina Power & Light Company (CP&L) submitted several Inservice Inspection (ISI) Program relief requests for Brunswick Steam Electric Plant, Units I and 2.
The first relief requested for Units 1 and 2 was from certain provisions of the American Society of Mechanical Engineers (ASME) Code,Section XI (1980 Edition through Winter 1981 Addenda), which requires system pressure tests and visual examinations (VT-2) to be performed in accordance with Article IWA-5211(b) and (d) and/or Paragraph IWD-5223(f).
The requested relief applies to the main steam relief valve discharge piping (ASME Code Class 3 component) that connects between the safety / relief valves B21-F013A through H, J, K and L, and the containment suppression pool to substitute an alternative program for the required system functional and hydrostatic tests.
The second relief requested for Unit 2 only was from certain provisions of the ASME Code,Section XI, Paragraph IWD-5223(f). The requested relief applies to the main steam relief valve discharge piping that runs between safety / relief valve F013L and the containment suppression pool, which will be removed and subsequently re-installed, and requests approval to substitute radiography as an alternative to the required hydrostatic test.
In evaluating your requests for relief from the requirements of Section XI, i
the staff considered the acceptability of proposed alternative testing.
The enclosed Safety Evaluation provides the results of the staff's review of these relief requests. The staff concludes that the two alternative programs i
proposed by the licensee are superior to the Code-required pressure tests and, therefore, are acceptable pursuant to 10 CFR 50.55a(a)(3)(1)-. This finding is subject to submittal of confirmatory information as identified in the attached Safety Evaluation.
