If the computer files did contain information concerning weld number, nature of deficiency, etc., what was the basis for the decision not to provide it to us?
Did someone decide that we would not be interested in such information, that there was no need to provide it and/or that we were not entitled to it?
Response 5:
The listings originally provided to Dr. Myers were those provided to Region I by the licensee in response to a request for this informati>n. As a result of additional computer runs by the licensee to determine the availability and completeness of Pullman-Higgins nonconformance report data, questions involving the volume of paper and completeness cnd understandability of the computer generated data were raised.
For example, when the licensee was asked to print out all available information fields for each Pullman-Higgins nonconformance report, a sample computer run resulted in an estimate that a complete computer printout over twenty-four feet high would be generated.
Thus, the initial computer data provided by the licensee was based upon the
' licensee belief that they were being responsive to the regional request in the context in which the questions were asked, while limiting the information to e
accurate, understandable data of a reasonable volume, As a case in point,_
while an annotated descriptive title for each nonconformance. report could have been provided originally, the licensee indicated that they did not believe such information had been requested by the NRC and that the limited character' field would provide.an incomplete presentation of the exact nature of each noncon-forming condition.
Region I neither screened nor edited the original information provideri by the licensee and, transmitted to the NRC ED0 office what it had been presented by the licensee relative to Pullman-Higgins nonconformance report listings.
Since then, additional Region I liaison has resulted in the licensee providing addi-tional computer printout pages for specific systems requested by Dr. Myers.
This computer data was express-mailed to the NRC.EDO office for scheduled arrival on May 4, 1990.
