$UBJECT: CRY $TAL RIVER UNIT 3 - HIGH ENERGY LINE BREAK (HELB) IN THE INTERMEDIATEBUILDING(TACNO.76945) i In your letter of June 15, 1990, you describe a problem you identified durin your recent HELB efforts, namely that the large main steam line break (MSLB)g in the intermediate building may not bound smaller breaks with regard to maximum temperature and duration in the building. A number of components associatedwiththemainsteamandfeedwaterisolationfunctionofprincipally the Emergency feedwater Initiation and Control System used to mitigate such breaks, are not qualified for the resultant temperature profiles.

Analyses are continuing which may resolve the problem but the interim actions you describe are intended to resolve the problem until the end of Refuel 8.

These actions include insultting certain equipment, which, combined with thermal lag calculations, will demonstrate continued operability of the components.

You state that evaluations in accordance with 10 CFR 50.59 have been performed and that operability of the equipment will not be jeopardized by the added insulation.

In this connection, you should also address the effect of insulation and any resultant increased temperature on the qualified life of the components involved In addition, for the interim period until Refuel 8 you intend to rely on calculationswhichshowthatanenvironmentforwhIchthecomponentsare qualified can be assured by taking credit for operation of the reliable (but not fully safety-grade) fire suppression sprinklers, which would be actuated by a small MSLB. To assure availability of the sprinklers you will require that the plant be placed in Mode 4 if the sprinklers are no,t operable for more than 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />.

FPC has not yet selected a permanent fix from among various options available, but you have committed to implement such a fix before the end of Refuel 8 (subject to material delivery constraints) so that the plant will be in full conformance with 10 CFR 50.49 without reliance, on the fire sprinkler system. You state that the permanent modifications will be defined within the next several weeks and presented to the NRC by October 1 1990. Quarterly progress updates will be provided, and NRC approval for any, proposed schedule change will be requested.
