CLARIFICATION OF THE STAFF'S POSITION ON REPORTING REQUIREMENTS.IN L GENERIC LETTER 88-01, "NRC POSITION ON IGSCC IN BWR AUSTENITIC STAINLESS STEEL PIPING" - BRUNSWICK STEAM ELECTRIC PLANT, UNITS 1 AND'2. (TACNOS.69128AND69129) On December 21, 1989, the staff transmitted the staff's Safety Evaluation regarding your July 29, 1989, responsetoGenericLetter(GL)88-01,"NRC Position on IGSCC in BWR Austenitic Stainless Steel Piping," for the Brunswick Steam Electric Plant, Units 1 and 2. In that transmittal letter, the staff emphasized the need for NRC review of your flaw evaluations and repairs on any future flaws found that do not meet paragraph IWB-3500 criteria of Section XI of ASME BXPV Code for continued l-operation without evaluation, prior to start up. The reporting requirements are stated in GL 88-01 that the licensee is to submit its evaluations and repairs of flaws for review and approval prior to start-up. In addition, the staff has not revised its GL 88-01 reporting requirements with regard to review and approval of evaluations and repairs of flaws prior to start-up. -Therefore, to ensure that you would not misinterpret .the GL 88-01 reporting requirements, you are reminded of the following staff positions, previously stated, on the NRC review and approval of flaw evaluations prior to plant start-up: 1. GL 88-01, dated January 25, 1988 Attachment A, page 6, heading " Staff Position on Reporting Requirements" "If any cracks are identified that do not meet the criteria for continued operation-without evaluation given in Section XI of the Code,'<RC approval of flaw evaluations and/or repairs in accordance with IWB 3640 and-IWA 4130 is required before resumption of operation." 2.
