INDEPENDENT SAFETY EVALUATION GROUP HINIMUM MEMBERSillP BEAVER VALLEY POWER STATION, UNIT 2 (TAC NO. 76767)

By letter dated May 18, 1990 Duquesne Light Company advised the NRC that due to the retirement of one of the full-time dedicated members of the Independent Safety Evaluation Group (ISEG), the membership of the ISEG will be less than theminimumrequiredbyTechnicalSpecification(TS)6.2.3.2. DLC indicated that there has been an active and ongoing job bidding and selection process to fill the expected vacancy, and that the ISEG replacement will be provided by August 29, 1990. By that time the ISEG should meet the required minimum membership of five.

Consideringthat(1)TS6.2.3.2doesnothaveanassociatedLCOorACTION requirement, (2) the ISEG provides no daily line function afft.cting the safe operation of Beaver Valley Power Station Unit No. 2, (3) an active search for a qualified replacement is underway, and (4) the ISEG membership should be at the required minimum by August 29, 1990, continued operation of Beaver Valley Unit No. 2 is not impacted.

You are requested to inform the Commission in writing within 10 days after a replacement is identified. Should a qualified replacement not be available after August 29, 1990, you are requested to to inform the Commission in writing along with an explanation of the circumstances and your plans for meeting the TS requirement.

The reporting and/or recordkeeping requirements of this letter affect fewer than ten respondents; therefore, OMB clearance under PL 96-511 is not required.
