3 CHAIRMAN SUNSERI: The meeting will now 4 come to order. This is the first day in the 670th 5 meeting of the Advisory Committee on Reactor 6 Safeguards.

7 I am Matt Sunseri, the Chair of the ACRS.

8 Members in attendance are Ron Ballinger, Dave Petti, 9 Peter Riccardella, Joy Rempe, Jose March-Leuba, Dennis 10 Bley, Vesna Dimitrijevic and Charlie Brown. Walt 11 Kirchner will be joining us shortly. And I note we 12 have a quorum.

13 The ACRS was established the Atomic Energy 14 Act and is governed by the Federal Advisory Committee 15 Act. The ACRS section of the U.S. NRC public website 16 provides information about the history of the ACRS and 17 provides documents such as our charter, bylaws, 18 federal register notice for meetings, letter reports, 19 transcripts of all full-subcommittee meetings, 20 including all slides presented at the meetings.

21 The Committee provides its advice on safe 22 matters to the Commission through its publicly 23 available letter reports.

4 1 provides and agenda and instructions to interested 2 parties to provide written documents or requests 3 opportunities to address the Committee.

4 The designated federal official for this 5 meeting is Hossein Nourbakhsh. Today's meeting, the 6 Committee will consider the following.

7 Item Number 1, biannual review of NRC's 8 safety research program and quality review of selected 9 RES projects.

10 Second topic, NuScale design certification 11 application safety evaluation.

12 As reflected in the agenda, portions of 13 the NuScale session may be closed in order to discuss 14 and protect information designated as sensitive or 15 proprietary.

16 A phone bridge line has been opened to 17 allow members of the public to listen in on the 18 presentations and Committee discussion.

19 We have received no written comments or 20 requests to make oral statements from members of the 21 public regarding today's session. There will be an 22 opportunity for public comment. And we have set aside 23 ten minutes in the agenda for comments from the public 24 attending or listening to our meeting.

7 At this point, we are ready to move to the 8 first agenda item. We completed the opening remarks 9 and now I'll turn to Dr. Joy Rempe for the biannual 10 review NRC safety research program.
