Dear Mr. Kovach:
SUBJECT:
ZION STATION UNITS 1 AND 2 - RESPONSE TO BULLETIN 89-02 (TAC NOS. 74336 AND 74337)
.We have reviewed the supplemental information provided by Commonwealth Edison in a letter dated May. 14, 1990, regarding the inspection of the Anchor Darling Check Valves at Zion Station, Units 1 and 2.
In your response you indicated that you have completed the inspection of the 24 check valves in Unit 2 and repaired them appropriately. You also provided the results of your inspection. We have reviewed your response and determined, that for Unit 2, you have appropriately implemented the actions requested by Bulletin 89-02.
l You also indicated that you have inspected 12 of the 24 check valves in Unit 1.
You provided the results of your inspection for Unit I and also provided the Engineering Evaluation to support your decision to complete l
the inspection of the remainder of the Unit 1 check valves during the next refueling outage for Unit 1.
You also indicated that the additional inspection will require off-loading the core for Unit 1, or at the minimum to inspect 4 more valves you would have to operate Unit 1 for an additional 3 weeks at mid-loop operation.
Based on'the radiation exposure involved in off-loading the core, the advisability of and potential need for operating the unit for. extended periods at mid-loop operation, and the Engineering Evaluation, you have decided to inspect the remainder of the check valves during the next refueling outage for Unit 1.
We have reviewed your response and have determined that your proposed schedule is reasonable and consistent with the requested schedule in Bulletin 89-02.
